Some refugees have found a loophole that's allowing them to come to Canada from the United States. That's despite the Canada-U.S. Safe Third Country Agreement that says they must seek asylum where ever the first land in either Canada or the U.S. Carmel Kilkenny talks to immigration lawyer Guidy Mamann about that agreement and the loophole.
