KOREAN TENSIONS EASE AS NORTH KOREA BACKS DOWN

North Korea backed off from its threat and did not retaliate when South Korea staged artillery exercises in disputed waters on Monday. Analysts are relieved but say the brinkmanship between the two countries is too dangerous to continue.
