Finland-Russia relations and the effect of dropping oil prices dominated the headlines this week:
– In Russia, troops move to an Arctic base near the Finnish border
-Earlier in the week, a Yle News, Finland survey suggests the majority of Finns would support a referendum on joining NATO
-And in the Alaskan Arctic, low oil prices could cost the state billions
-While in Russia, Gazprom was in the news with a new oil licence in the Barents Sea
