Canada’s foreign service officers are promising they will “contribute heavily” to the effort to clear a backlog created by their labour dispute with the government. The officers ended rotating strikes after their union forged a tentative collective agreement with the government on Thursday. The deal came shortly after a labour relations board found the government had negotiated in bad faith.
The backlog means new permanent residency applications are taking 70 days to get through the system. That is twice as long as they did before the disruptions began in April. Students and visitors had trouble getting visas. It’s not known how many simply chose to avoid coming to Canada altogether.
