Government’s omnibus budget bill includes wide range of non-budget changes

The Canadian government tabled its omnibus budget bill Friday (March 28) a massive 375 page document that not only outlines how the government will implement its February budget, but also affects a wide range of non-budget legislation.

The government says Bill C-31 “An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures” is designed to enact measures in last month’s budget that are aimed at balancing the books by next year and promoting job growth.

Opposition parties feel many of the items included in the bill should be dealt with separately, but particularly since its election of a majority in the 2011 election the Conservative government of Prime Minister Stephen Harper has opted for passing legislation quickly using omnibus budget bills.

This new omnibus bill includes provisions on the Bank Act, on food safety, rail safety, the appointment of judges, the construction of a bridge, and the altering military ranks, among others. All of which will be voted on in one ultimate vote for or against the bill.
